Keep in mind that the three of them are arguing in public, and that in the space of about a minute, the words "Leaky Cauldron" and "Voldemort" have come up. Clearly the Muggle waitress will never notice this.
If Harry weren't under the cloak, I'd accept that as the waitress thinking they were RPG geeks or something, but an invisible person talking would upset most people. I'm also using way too much logic for this book.
I was really, really hoping that Draco would say, "All right," and Crucio Voldemort. Seriously, what kind of a Dark Lord has to delegate his cruel torture and pointless oppression to seventeen-year-old boys?
