Actually, smoking in public places (i.e. pubs, restaurants, offices etc) was only officially banned last summer in the UK. So in 1997, there would still have been ashtrays on at least some of the tables in a cafe. And I suppose the Trio wouldn't have had enough sense to head for the non-smoking area...
