I just don't think she thought out all the implications of that. It certainly appears to be so. She says that it "amuses" her to make those allusions, which is as good a reason to do it as any other. But when the allusions are so many, people are left with the feeling that it must mean something more concrete, and then it doesn't. Or maybe I just want too many tactical details. *g*
I also can't believe that her characters themselves don't see the parallels. At no point does Hermione say something like "Oh my God, Grindelwald was just like Hitler!" and reflects on the Holocaust-like horror that he could have unleashed. Or what her position is in this new world order that Voldermort has installed. She just knows that she's in danger, but she doesn't see herself as part of a broader group of people that are being victimized because of racial hatred. It's like everybody is just blind to the Muggles' suffering during WWII, as you've detailed.
